"Whip It" origins?

Although I know the classic Devo song "Whip It" was intended as election-year encouragement to Jimmy Carter, I have always thought that it may have been inspired by dialogue in the 1979 George Romero horror film Dawn of the Dead.  Halfway through the film, the SWAT team officers shoot all the zombies in the Pennsylvania mall and block off the entrances with trucks.  They return to the crawlspace above the mall stores, and two of them have the following exchange:  ROGER: We did it, didn't we?  We whipped 'em, didn't we?  PETER: That's right, Roge.  ROGER: Didn't we?  Didn't we whip 'em?  PETER: We sure did, buddy.  We whipped 'em.  We whipped 'em good.  ROGER:  We whipped 'em and we got it all!   Seeing this film in the spring of 1979, I wonder if Gerry and Mark, both horror and sci-fi fans, adapted the idea for their song?
