Is the person of the cover of Q: Are We Not Men, A: We Are Devo based on a real person or is it just art of some random person that doesn’t exist?

My mom says it looks like Bruno Mars but it’s obviously not since, y’know, Bruno Mars had no fame in ’78, and he was born years after the album’s release.
